Job Description
This hands-on General Manager position reports directly to an elected five-member Board of Directors. The General Manager is responsible for the effective management and administration of all aspects of the District’s Water, Wastewater Collections, volunteer Fire Departments, and business operations. Administrative and management assignments include personnel, budgeting, planning, report writing, public relations, implementing and enforcing District policies and procedures, regulatory compliance and other duties as assigned. In addition, the General Manager is responsible for continually evaluating the District’s operation and for making appropriate reports and recommendations to the Board of Directors in order to ensure the entire organization operates at the highest practical level of efficiency. The ideal candidate should be a self-confident, hands-on, working leader, strategic thinker, consensus builder, business manager and a good communicator. Experience with public special districts is desirable. Water treatment and distribution certification is desirable.

Filing Deadline
Completed applications and resumes must be received at the District’s Business Office by 5:00 pm., December 9, 2011. Postmarks will not be accepted.
Selection Procedure
Applications and resumes will be reviewed and evaluated by a selection committee. The most qualified candidates will be invited to participate in an assessment/ interview process. Final selection will be made by the Board of Directors from the results of the assessment/ interview.
Hours
A minimum of forty (40) hours per week Monday through Friday is required, with “emergency call-back” responsibilities as necessary including major emergency occurrences. Any outside employment must be approved by the District’s Board of Directors.
Residency Requirements
General Manager is required to live within 10 miles of Arrowbear Lake within 6 months of employment.
Medical Examination
Prior to appointment, candidates must pass a medical examination that includes drug screening.
Background
Prior to employment, candidates must undergo a comprehensive background investigation, including employment history, credit report, and driving record.
Employment by Contract
The General Manager will be employed with terms set forth by an annual contract, the terms of which will be fully disclosed to candidate finalists.
Salary Range: $73,220 - $86,260 DOQ
Benefits
Paid Vacations: 1 year, 5 working days/year
2 through 5 years, 10 days/year
6 through 10 years, 15 days/year
After 10 years of service, 1 additional day of paid vacation
for each additional year of service to a maximum of 30
days (240 hrs)
Holidays: 11 days per year
Sick Leave: Accumulated at a rate of 8 hours per month with retirement
service credit for unused sick leave.
Health Insurance: The District participates in the PERS Health Care
Program with district contribution currently at:
$375 per month for employee only
$624 per month for employee +1
$750 per month for employee + family
Retirement:
PERS Miscellaneous Member, 2% at 55 formula. The District
pays the employee’s 7% contribution.
About the District:
The community of Arrowbear Lake, CA, is located east of Running Springs along Highway 18 in the San Bernardino National Forest, a delightful mountain community with a fulltime population of 550 and expands to over 2,500 on busy weekends and holidays.
Formed in 1953, Arrowbear Park County Water District (APCWD) has successfully maintained the safety and well being of this community for over 50 years by providing high quality water from its own wells, reliable sewer collection services, and excellent fire protection services that the residents and visitors of Arrowbear need. The District is a San Bernardino County Special District that is self-governed by a 5 member, locally elected Board of Directors.
The District employs five full-time water/sewer department staff, two part-time fire department staff, and up to12 volunteer firefighters. The District provides water, sewer and fire protection service to each of its nearly 1,000 customer accounts within its 3,840 acre service area.
In addition to overseeing 24 miles of water and sewer pipelines, four reservoirs and four wells, the District supports, manages and funds Arrowbear’s all-volunteer fire fighting force. Arrowbear’s Fire Department not only protects the local community, but the Department is often called on to fight major wildfires in California.
With a strong tie to the community, APCWD is dedicated to ensuring that residents, property, wild lands and surrounding communities remain well protected in the event of any emergency and continues to provide the best possible water, and sewer services at the lowest possible cost.

Activity has been both brisk and productive this year with two priority Master Plan Projects budgeted for 2009- 2010. Master Plan Projects are those improvements that directly benefit and upgrade services or technology of the District’s water, sewer, or fire departments.
PROJECT #1: (CLAWA CONNECTION)
An emergency water connection with the Crestline-Lake Arrowhead Water Agency (CLAWA) at the intersection of Deep Creek Drive and Deer Lane is being upgraded to ensure availability of extra water flow in case of water shortages or extreme threat of fire. This connection, valve, and pump station will be connected to the CLAWA water supply which receives all their water from Lake Silverwood and the State water aqueduct. Our district will be able to turn on/off this connection whenever necessary to meet the water needs of the district. After the Slide Fire of 2007, the Board of Directors prioritized this project to the front burner of the list of Master Plan Projects planned for the district. Completion of this project at an estimated cost of $265,390 is expected to be completed by December.
PROJECT #2: (REHAB OF OLD WELL #2)
Re-drilling of District Well #2 was approved for construction this year to see if this 1954 vintage shallow well of 70 feet could be deepened and produce water again. The well had been shut down in 1983 for lack of water. The purpose of this project was to establish the possibility of obtaining additional water and if water was found, convert the well to a full production well once again. The district hired Harich Enterprises of Arrowbear to rehab the well located on Garlock Drive enclosed in a district warehouse building.
First, the warehouse building had to come down. Then John Harich and his equipment came in and went to work. The old well was dry at 80ft; drilled to 100ft, dry. Down to 200ft and still dry; then down to 238ft and EUREKA, WATER! John hit an enormous amount of water, perhaps as much as 250gpm, a real find for mountain wells. Excited as we are, this water source will still need to be thoroughly tested and approved by the California State Health Department before being placed on line for our customer use.
The District sells a small percentage of water to our neighbors at the Running Springs Water District. With this production of water from old well #2, we will be able to provide additional water to Running Springs for additional income plus have this available water resource for our own district. A “Win-Win” situation!
ADDITIONAL DISTRICT HIGHLIGHTS…
This past spring an upgraded invoicing program was introduced that shows a usage history graph on the billing invoices as well as an information box showing the amount of savings customers will realize when they pay their water bill on time. Additionally, as a convenience, credit card payments are now being accepted for paying your water bills over the phone or in person if desired.
Also, the District will soon be offering an automatic bill pay option (ACH) for direct payments from your bank to ours for those customers who like to pay their water bills with this feature.
The Fire Department is actively training the volunteer staff to keep current on latest safety and firefighting procedures. Grants are submitted annually for financial assistance with needed equipment and upgrades at the department. And a search is being made to look for a newer, surplus fire engine to replace our older 1971 secondary engine.
And finally did you know that Arrowbear Park Water District was highlighted in the June 12, 2009 edition of the Mountain News newspaper for having “the least expensive water supplied to customers…” when compared to the other water districts on the mountain. Certainly a highlight for which we are all proud of!
